Understanding Flood Vulnerability in the Deli Watershed

Flood vulnerability is a critical issue that affects many communities around the world, particularly in regions with high rainfall and dense population. In the Deli Watershed (DAS) of North Sumatra Province, understanding flood vulnerability is essential to mitigate the risks associated with flooding. This study aims to analyze the flood vulnerability levels of the Deli Watershed using the Weighted Overlay method, considering various parameters that affect the level of flood vulnerability.

Methodology

The Weighted Overlay method is a widely used approach in flood vulnerability analysis, which involves assigning weights and values to various parameters that affect flood vulnerability. In this study, the parameters analyzed include rainfall, land slope, soil elevation, soil type, land use, and river density. Each parameter is given a weight and value according to its classification. The overlay process is carried out using ArcGIS 10.8.1 software, which integrates remote sensing technology and geographical information systems (GIS) to analyze and present geographical data digitally.

Results and Discussion

The results of this study showed that almost all areas of Medan City, especially around the Deli River Basin, had a high level of flood vulnerability. Some of the main factors that cause this vulnerability include land slope, topographical humidity index, and land use. The area with a slope of 0-8% in most Medan City areas is categorized as very vulnerable to flooding. This is caused by a flat topography and high density of river flow, so that this area is at risk of becoming a water reservoir when it rains, which contributes to an increase in the risk of flooding.

Land Slope and Flood Vulnerability

The analysis of land slope shows that areas with a slope of 0-8% are highly vulnerable to flooding. This is because flat topography allows water to accumulate and flow easily, increasing the risk of flooding. In contrast, areas with a steeper slope are less vulnerable to flooding, as water flows quickly and does not accumulate.

Topographical Humidity Index and Flood Vulnerability

The topographical humidity index is another critical factor that affects flood vulnerability. The analysis shows that areas with a humidity index value of more than 14 are categorized as very vulnerable to flooding. This is because high humidity levels indicate a high risk of water accumulation and flooding.

Land Use and Flood Vulnerability

Land use is also an essential factor that affects flood vulnerability. The analysis shows that areas with land use for settlements and open land are classified as very vulnerable to flooding. Two case studies were conducted to illustrate the flood vulnerability levels in the Deli Watershed. The first case study was conducted in the Sei Putih II area, Medan Petisah District, where the percentage of areas submerged in floods reached 41.16%. This area is highly vulnerable to flooding due to its flat topography and high density of river flow. The second case study was conducted in Tanjung Rejo Village, Sunggal District, where the area of inundation reached 67.05 hectares. This area is also highly vulnerable to flooding due to its flat topography and high density of river flow.

Implications and Recommendations

The flood vulnerability map produced from this study can be used as a tool to manage and mitigate flood risk in Medan City. Information about vulnerable locations can help the government and related parties in taking preventive steps and proper management, such as the construction of adequate drainage channels, land use arrangements, and controlling river flow. With these steps, it is hoped that the impact of the flood disaster can be minimized, so that the community can live more safely and more conveniently.
