Introduction

The reliability of financial reporting is a crucial aspect of any government organization, as it provides stakeholders with accurate and transparent information about the organization's financial performance. In the context of regional government, the reliability of financial reporting is particularly important, as it affects the allocation of resources and the implementation of development programs. This study aims to investigate the effect of the application of regional financial accounting systems, internal accounting control, management commitment, and quality of human resources on the reliability of local government financial reporting in the Simalungun Regency Regional Apparatus Organization (OPD).

Methodology

This study employed a causal associative research approach, using a sample of 56 respondents from 32 OPD in Simalungun Regency. The data was collected through a questionnaire distributed to Commitment Making Officials (PPK) and Treasurer Expenditures involved in making financial statements. The data analysis was carried out using descriptive statistics, data quality test, classical assumption test, multiple linear regression analysis, and hypothesis test using SPSS version 23.

Results

The results of this study showed that simultaneously, there was a significant influence between the application of the regional financial accounting system, internal accounting control, management commitment, and the quality of human resources on the reliability of the financial reporting of the Simalungun Regency Government. However, partial analysis revealed that only management commitments had a positive and significant influence on the reliability of financial reporting. Meanwhile, the application of regional financial accounting systems, internal accounting control, and the quality of human resources partially did not show an influence on the financial reporting of the Simalungun Regency Regional Government.

The application of the regional financial accounting system functions as a basis for systematic and structured financial management. However, even though the system is implemented properly, if it is not supported by a strong management commitment, the impact on the reliability of financial reporting will be minimal. Management commitment is important because it determines the priorities and provides the resources needed for effective system implementation.

Internal Accounting Control

Accounting internal control also has a crucial role. Although this study found no significant effect of internal control on report reliability, the existence of a good internal control system can minimize the risk of error and misuse that has the potential to reduce the quality of financial statements.

Quality of Human Resources

The quality of human resources (HR) in the government sector is another factor that is no less important. Competent and trained human resources will be better able to understand and implement a established accounting system. Although the results show that the quality of human resources does not have a partial significant effect, this may be influenced by various other factors that can affect the performance of financial statements.

Conclusion

With the results of research showing that management commitment is a dominant factor that has a significant effect on the reliability of financial reporting, it is clear that without the support and supervision of management, the application of existing systems will be difficult to provide optimal results. For this reason, it is important for policy makers in Simalungun Regency to increase management commitment in supporting the application of better accounting and internal control systems to improve the quality of financial statements.

Implications

This study provides valuable insight and can be a reference for further research in the future, especially regarding the factors that influence the reliability of local government financial reporting. The findings of this study can also be used by policy makers and practitioners to improve the quality of financial reporting in regional governments.

Limitations

This study has several limitations that should be noted. Firstly, the sample size was relatively small, which may limit the generalizability of the findings. Secondly, the study only focused on the Simalungun Regency Regional Apparatus Organization (OPD), which may not be representative of other regional governments. Finally, the study only investigated the effect of four factors on the reliability of financial reporting, which may not be exhaustive.

Future Research Directions

Future research can build on the findings of this study by investigating other factors that influence the reliability of financial reporting in regional governments. Additionally, future research can also explore the implementation of regional financial accounting systems and internal control systems in other regional governments to identify best practices and areas for improvement.
