Introduction

The data collection methods employed in this study are library research and field research.

Mechanism for Procurement of Goods and Services

The results of this study show that the mechanism for making official clothing procurement commitments in the North Sumatra Province Tax and Retribution Management Agency is often not in accordance with the specified time period. This has the potential to result in administrative sanctions. Furthermore, the implementation of the procurement of goods and services is regulated by a variety of different rules depending on the type of procurement carried out. There are two methods of implementing procurement: through providers of goods/services and self-management methods.

Requirements for Providers of Goods/Services

To become a provider of goods/services, the provider must meet a number of requirements regulated by legislation. Among these are having a business license, as well as adequate expertise and experience to be able to provide goods/services. Based on the findings of this study, the following recommendations are made:

The North Sumatra Province Tax and Retribution Management Agency should improve its mechanism for making official clothing procurement commitments to ensure that it is in accordance with the specified time period.
The government should provide training and supervision for relevant officials to ensure that all procurement processes run in accordance with applicable regulations.
The regulation on administrative sanctions should be strictly enforced to prevent the occurrence of fraud and corruption in the procurement process.

This study has several limitations, including:

The study only focuses on the procurement of goods and services in North Sumatra Province and does not cover other provinces in Indonesia.
