Introduction

Community participation is a crucial aspect of village development planning, as it ensures that the needs and aspirations of the community are taken into account in the planning process. In Sigalapang Julu Village, Panyabungan District, Mandailing Natal Regency, North Sumatra Province, the Village Development Planning Deliberation (Musrenbangdes) process provides a platform for the community and stakeholders to participate in development planning. However, this study reveals that the level of community participation in development planning in this village is still relatively low.
