Introduction

Based on the Village Medium -Term Development Plan (RPJMDes) of Lumban Ruhap which was prepared in 2020, infrastructure development is a top priority in the village development plan. However, if analyzed using a policy evaluation indicator by Samodra Wibawa, an explanation indicator shows suboptimal results, as well as audit and accountability indicators. On the other hand, compliance indicators show good results.

Although village funds are intended to facilitate infrastructure development, the challenges faced by Lumban Ruhap Village indicate problems in terms of planning, implementing, and supervising the use of funds.
