Introduction

The allocation of village funds is a crucial aspect of rural development in Indonesia, as it provides a means for villages to implement various development projects and improve the welfare of their communities. This study aims to analyze the effectiveness of village fund allocation in Sempajaya Village, Berastagi District, Karo Regency, and identify factors that hinder its management.

Background

The village fund allocation system in Indonesia is based on the concept of decentralization, where the central government provides funds to villages to implement development projects. The village fund allocation is managed by the village government, with the assistance of the Village Consultative Body (BPD) and the community. The allocation of village funds is expected to improve the welfare of the community, but its effectiveness can be hindered by various factors.

Research Methodology

This study uses a descriptive approach with qualitative methods to analyze the effectiveness of village fund allocation in Sempajaya Village. The data used in this study consisted of primary data obtained directly from speakers, as well as secondary data involving the local community, the Village Consultative Body (BPD), and the Sempajaya Village Government Apparatus. The data analysis methods applied include data reduction, data presentation, and drawing conclusions.

Results and Analysis

The results of this study showed that there were three stages in the process of allocation of village funds in Sempajaya Village, namely planning, implementation, and accountability. In general, the procedures carried out by the village government, BPD, and the community have been going well and in accordance with the expected objectives. However, there are several obstacles that interfere with their effectiveness, namely:

One of the problems faced is the delay in completing the accountability report. This can cause confusion and lack of public confidence in the management of village funds. The delay in completing the accountability report can be attributed to the lack of human resources and inadequate training for village government officials.

Lack of Information to the Community

Many people do not get enough information related to the development process, such as the construction of PKK Park. Lack of transparency in this information has the potential to reduce community participation and reduce the effectiveness of the use of funds. The lack of information to the community can be attributed to the lack of communication between the village government and the community.

Inhibiting Factors

There are three inhibiting factors identified in this study. First, there is an issue related to information, which affects public awareness of the use of village funds. Second, the delay in the disbursement of the remaining village fund allocation funds (ADD) from the regional government resulted in the disruption of the implementation process. Third, inadequate human resources are also an obstacle in the implementation of the program.

Conclusion

Based on the results of the analysis, it can be concluded that the effectiveness of the allocation of village funds in Sempajaya Village still needs to be improved. To achieve better effectiveness, improvements are needed in managing village funds, especially in terms of information transparency, completing timely reports, and improving the quality of human resources involved. Thus, village funds can be used optimally to improve the welfare of the Sempajaya Village community.

Recommendations

Based on the findings of this study, the following recommendations are made:

The village government should improve the quality of human resources involved in the management of village funds.

The village government should improve the communication between the village government and the community.
The regional government should disburse the remaining village fund allocation funds (ADD) in a timely manner.
