This study aims to analyze the readiness of the Deli Serdang District Health Office in implementing JKN policies and provide recommendations for improvement.

Research Purpose

The primary purpose of this study is to analyze the readiness of the Deli Serdang District Health Office in implementing JKN policies. This study uses a qualitative approach and involves ten informants, including health officials, BPJS representatives, and community leaders. Data collection methods include observation and in-depth interviews.

This results in many cases that should be handled at the Puskesmas being referred to the hospital. The coordination between the Health Office, BPJS, and Puskesmas also looks weak, with a misunderstanding among BPJS participants regarding membership, as well as a number of referral cases that cannot be claimed.
