Introduction

The National Health Insurance System (SJSN) was stipulated in Law No. 40 of 2004 with the aim of providing access to health services to all Indonesian people in stages. From 2014 to 2019, every citizen has the right to get health costs borne by the government. In North Sumatra Province, the National Health Insurance Program (JKN) has been implemented, including in the city of Medan. Until May 2016, the number of BPJS Health participants in Medan reached 1,732,085 people.

The implementation of the BPJS Health program still faces various challenges, despite several years having passed since its implementation. Many reports say that the services provided to BPJS participants have not been fully satisfying and often even become a burden for them. This is caused by the flow of health services that are complicated and tiered. One of the hospitals that played a role in providing health services for BPJS participants was Santa Elisabeth Hospital in Medan.

Research Methodology

The response of BPJS Health participants to the services provided can be seen from the three main variables: perception, attitude, and participation. Each participant will give a different response to health services, depending on their experience and expectations. This study aims to find out how the response of BPJS Health participants to services at Santa Elisabeth Hospital Medan. The research method used is descriptive, which presents a comprehensive picture of the participants' responses.

This study involved 63 participants who became respondents, with data collection techniques through observations and questionnaires. The data obtained is then analyzed descriptively, where the frequency and percentage are arranged in the form of a single table, and are explained quantitatively. Likert scale is also used to measure the three variables.

Data Analysis

The results of the analysis show that overall, the response of BPJS Health participants to services at Santa Elisabeth Hospital Medan is positive, with an average value of 0.70. The details of the results show the perception value of 0.86, attitude 0.85, and participation 0.40. This indicates that participants have a good perception and attitude towards the services provided, even though their participation is relatively lower.

Analysis of Response Results

The results of this study underline the importance of understanding the participants' views on the health services they receive. High perception value shows that participants are satisfied with the quality of services provided by the hospital. This can be related to factors such as the professionalism of medical personnel, adequate facilities, and the speed of service.

The positive attitude of participants also reflects their trust in the BPJS system and the ability of hospitals to meet their health needs. However, lower participation values indicate that there is space to increase participant involvement in the service process. Maybe participants feel less involved in decision making or lack of clear information about their rights and obligations as BPJS participants.

Conclusion

In this context, Santa Elisabeth Medan Hospital needs to consider increasing communication efforts with participants, so that they better understand the services available and how to actively participate. By doing this, it is expected to create a better experience for participants and encourage them to be more active in maintaining their own health.

By continuing to improve the quality of services and strengthen the communication and involvement of participants, it is hoped that the BPJS Health program can run more effectively and meet community expectations.

Recommendations

Based on the findings of this study, the following recommendations are made:

Improving Communication Efforts: Santa Elisabeth Medan Hospital should increase communication efforts with participants to better understand their needs and expectations.
Increasing Participant Involvement: The hospital should encourage participants to be more active in decision making and provide clear information about their rights and obligations as BPJS participants.
Continuing Quality Improvement: The hospital should continue to improve the quality of services provided to participants, including the professionalism of medical personnel, adequate facilities, and the speed of service.

By implementing these recommendations, it is hoped that the BPJS Health program can run more effectively and meet community expectations.

Limitations of the Study

This study has several limitations, including:

Small Sample Size: The study involved only 63 participants, which may not be representative of the larger population of BPJS Health participants in Medan.
Limited Data Collection Methods: The study used only observations and questionnaires as data collection methods, which may not provide a comprehensive picture of the participants' responses.
